There is a high potential for oil and gas development in the Arctic. The energy industry has a long history
in some Arctic regions – while vast areas remain unexplored.

Now activity is growing in new areas inthe High North, both onshore and offshore, and there are calls for major investments in infrastructure.

The Barents Sea, among others, is evolving as a petroleum region in the High North. Increasing energy
development in the Arctic, both onshore and offshore, raise a number of questions: How competitive are
oil and gas resources in the Arctic in the global market? Which effects would petroleum development bring
to communities and business in the High North? Who would be the major actors? What are the strategies
for regional business development in various regions of the Arctic? What are prospects for international
offshore and energy actors? Can the Arctic be a laboratory for safer and greener energy technologies?
