GCE Ocean Technology has published its Annual Report for 2025, showing a year with high activity across programmes, projects and meeting places.

The cluster connects industry, research and capital through programmes, projects and meeting places, thus supporting companies from early-stage ideas to scaling and international growth.

A word from the Cluster Manager

The Annual Report opens with reflections from CEO Owe Hagesæther on competitiveness, innovation and the pace of the energy transition:

“Recent reports, including the Draghi report, NHO’s Veien til vekst, and the European Innovation Scoreboard, show that Norway is losing competitiveness. Our ability to commercialise research and innovation is weakening, and the energy transition is moving too slowly.

This makes it more important than ever to focus on innovation driven by real needs – more pull, less push.”

Key highlights from the year

  • Ocean Energy Norway launched, bringing together new parts of the ocean industries under a common initiative
  • ScaleupNow and ScaleupNext supported companies across different growth stages, from early-stage startups to scaling businesses entering international markets
  • More than 30 events, workshops and meeting places organised, connecting partners, companies and stakeholders
  • Resource groups strengthened, with higher participation and more targeted collaboration on key topics such as offshore wind and autonomous operations
  • Increased focus on export and internationalisation, supporting companies in reaching new markets
  • Mobilisation of funding for new innovation projects, strengthening collaboration between companies and research environments

Together, these efforts contribute to more collaboration, stronger projects and increased commercial activity across the cluster.

GCE Ocean Technology supports more than 100 partners and members across the ocean industries and works actively to connect companies with relevant partners, competence and capital.
