In this section you will find information about some of the most relevant programmes and sources of RDI funding for the ocean industries, including links to more information. Other programmes and subsidy schemes might also be relevant.
We recommend that you contact GCE Ocean Technology prior to applying for funding. We can help you select the right programmes and guide you in the process.
Guide to Public Funding
We have developed a “Guide to public funding” (“Veiviser til Virkemiddelapparatet”) 'Virkemiddelapparatet' is a collective term in Norwegian for government institutions, programmes and schemes intended to help encourage and develop ideas in a market. Our guide provides a brief description of relevant subsidies and links to more in-depth information.
The guide is exclusive for members and partners. If you want a copy of the guide, please contact us at post@gceocean.no. It is only available in Norwegian.
Innovation Norway
Innovation Norway provides funding, competence, network and profiling: Funding through Innovation Norway.
The most important programmes, all accepting applications continuously, are:
- Innovasjonskontrakt (previously IFU)
- Miljøteknologiordningen (environmental technology)
Funding for start-ups (less than 5 years):
Innovation Norway also provide market and mentoring services as well as IPR advice:
- Export programme Global Growth (previously FRAM)
- Mentor for entrepreneurs
The Research Council of Norway

Regional Research Fund (RFF) provide funding based on regional priorities. A key benefit with RFF Vest is the possibility for funding of large pre-projects (kvalifiseringsprosjekt).
EU funding
GCE Ocean Technology and several other clusters are part of the new EU network "Ocean of Opportunities" led by the University of Bergen.
The network will facilitate several EU applications in research and innovation in the maritime industries (petroleum, marine renewable energy and the maritime sector) through the Horizon Europe program.
